To be blunt: Bolt from the blue

Looking for the point of seemingly pointless research.

A recent press release about lightning protection systems (otherwise known as lightning rods, I assume) strikes me as odd.

Is it possible to definitively test these rods and their effectiveness. I mean can a controlled test be done to prove they are absolutely effective? I guess not.
