Three years ago, President George W. Bush set plans for the Moon, Mars and beyond. In my opinion, plans have bottlenecks in historical angle (History repeats itself).
Hitler, who unites all world class scientists with their willingness to work in the same problem, is missing in this mission. China destroyed one of their satellites in 11th January 2007 and produced space debris; uncontrolled countries and terrorist groups have nuclear ambitions etc. But these are not sufficient to unite innovative people under one umbrella.
Similarly, emphasize in Moon missions than Mars missions is required. Major political and scientific points for Mars missions are (1) We have never gone their before (2) fuel for Air breaking is not required. On contrary, Moon mission’s main advantages are historical.
