{"id":3445,"date":"2012-07-13T14:57:36","date_gmt":"2012-07-13T18:57:36","guid":{"rendered":"https:\/\/blogs.nature.com\/spoonful\/?p=3445"},"modified":"2012-07-13T14:59:41","modified_gmt":"2012-07-13T18:59:41","slug":"build-a-new-biosafety-lab-but-possibly-build-it-smaller-says-report","status":"publish","type":"post","link":"https:\/\/blogs.nature.com\/spoonful\/2012\/07\/build-a-new-biosafety-lab-but-possibly-build-it-smaller-says-report.html","title":{"rendered":"Build a new biosafety lab, but possibly build it smaller, says report"},"content":{"rendered":"<p>Less than one <a href=\"https:\/\/blogs.nature.com\/spoonful\/2012\/06\/containment-concerns-persist-at-the-proposed-biosecurity-lab-in-kansas.html\">month<\/a> after a US National Resource Council (NRC) panel criticized the government for underestimating the <a href=\"https:\/\/www.nature.com\/news\/risk-assessment-of-us-agro-biosafety-lab-found-wanting-1.10842\" target=\"_blank\">risks<\/a> of a proposed new biosecurity lab, a new ten-person committee issued a second <a href=\"https:\/\/www.nap.edu\/catalog.php?record_id=13454\" target=\"_blank\">report<\/a> today advising that construction should go ahead, although possibly on a reduced scale from the original design.<\/p>\n<p><a class=\"wpn-image-link\" href=\"https:\/\/blogs.nature.com\/spoonful\/files\/2012\/07\/NBAF_15July_report.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3447 wpn-image\" style=\"border: 1px solid black;\" title=\"NBAF_15July_report\" src=\"https:\/\/blogs.nature.com\/spoonful\/files\/2012\/07\/NBAF_15July_report-300x255.jpg\" alt=\"\" width=\"300\" height=\"255\" srcset=\"https:\/\/blogs.nature.com\/spoonful\/files\/2012\/07\/NBAF_15July_report-300x255.jpg 300w, https:\/\/blogs.nature.com\/spoonful\/files\/2012\/07\/NBAF_15July_report-1024x871.jpg 1024w, https:\/\/blogs.nature.com\/spoonful\/files\/2012\/07\/NBAF_15July_report.jpg 1104w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The report comes at the request of the US Department of Homeland Security (DHS), which asked the NRC to weigh the pros and cons of three possible options: build the estimated $1.14 billion\u00a0 National Bio- and Agro-Defense Facility (NBAF) in Manhattan, Kansas according to the original <a href=\"https:\/\/blogs.nature.com\/spoonful\/2010\/11\/biodefence.html\" target=\"_blank\">plans<\/a>; build a scaled-back version of the facility with a distributed network of smaller affiliated laboratories; or continue using the half-century-old Plum Island Animal Disease Center in New York State.<\/p>\n<p>The NRC committee was not tasked with choosing a best option, but it did come out with strong recommendations. For one thing, it basically nixed the possibility of keeping <a href=\"https:\/\/www.ars.usda.gov\/Main\/site_main.htm?modecode=19-40-00-00\" target=\"_blank\">Plum Island<\/a> open.<\/p>\n<p>In a news conference this afternoon, committee chair <a href=\"https:\/\/globalhealth.wsu.edu\/members\/mcelwain.html\">Terry McElwain<\/a>, director of Washington State University\u2019s animal diagnostic lab in Pullman, described the ageing facility as \u201cvery outdated, inefficient,\u201d and even with modifications, it \u201ccould not meet maximum level containment standards.\u201d<\/p>\n<p>Yet, even with the recommendation to begin construction on the Kansas facility, the report was mixed on what size and scope the lab should take. \u201cThe new lab as planned does meet the nation\u2019s animal research needs, but it has a big drawback: the high cost,\u201d McElwain said.<\/p>\n<p>In this time of fiscal austerity, a scaled-back version of the facility could make a lot of sense, the report noted.
